Over the last ten years, real estate prices have risen considerably and accordingly to most observers, this can at least partly be attributed to an insufficient supply, due to local growth control measures. This thesis tries to understand what motivates local authorities implementing such policies. Local politicians are considered as opportunistic and their decision is modelled as the result of a political struggle between different land-related interests. L’objectif de cet article est d’introduire des externalités spatiales dans le modèle de croissance de Solow afin de tenir compte de l’interdépendance géographique des régions. Ces extemalités sont générées par le stock de capital accumulé par les régions voisines. Par conséquent, une politique économique visant à augmenter le taux d’investissement d’une région influence l’ensemble des régions par un effet multiplicateur spatial qui agitd’autant plus sur le revenu par tête que les régions sont géographiquement proches. Spatial effects in housing price models : do housing prices capitalize urban development policies in the agglomeration of Dijon (1999) ?

In this article we suppose that the integration of accessibility and neighborhood variables in hedonic housing models doesn't allow to take into account the spatial effects between the housing prices. Using a sample of 1520 transactions of apartments in the urban area of Dijon, we focus on two types of location variables : the distance to the CBD and the distance to several Disadvantaged Districts located in peripheral areas. We detect the presence of a spatial error autocorrelation in the hedonic model indicating that the valuation of the price of an apartment is locally influenced by the prices of the neighboring apartments.
